I can't remember where it's located but if you go to Windows settings -> applications -> applications and features (or something similar, dunno what it says in English) you should be able to click the FH3 icon and select "move" to transfer it from one drive to another.
I keep trying to install Forza Horizon 5 via the Xbox PC app, however it doesn't give me the option to install this particular (and some other) games onto my internal HDD (disk D). It will, however, install to my lower-capacity SDD (disk C), which I do not wish to do, as it will considerably slow down my SDD.
