Actually most of the problems are now checked for when you start the Configurator, like that enhancements are enabled for your audio device. Make sure you are using the newest version of Equalizer APO (1.1.2) and that you really have selected the correct audio device (not that I think that you didn't, just double check).
The same (Equalizer APO not working) occured when Windows 10 was in development. Back then Microsoft was tinkering a lot with the audio system. And it became a waiting game until Windows 10 was stable and Equalizer APO could work. I guess, for Windows 11 it's the same. In other words, the developer of Equalizer APO can't do anything about it
